PACA is a participatory analysis exercise that takes a short period of time. The exercise is blended with intensive leaarning, involving sharing of experiences with other members of the team. It opens the participants to a detailed understanding of their economy whilst motivating them to take up the challenge of improving their economy on their own.

I find PACA a powerful tool for generating interest in local economic development through its ability to bring all the stakeholders in the economy to dialogue and exchange ideas and experiences. It enables stakeholders to express their candid opinions, especially in the mini-workshops when held along the value chain. For me personally, the learning is the insight gained of the perceptions of the different stakeholders about the economy and how it can be improved made possible through the different stages of the PACA process.

The effectiveness of the PACA methodology became visible during the exercises in La Vega, Monte Plata and with the furniture sector in Santo Domingo. Consulting the involved actors provided valuable information. We must admit that they know their reality better than any external consultant. PACA fulfils the promise of a rapid appraisal, creating the commitment of actors and identifying projects that are viable in the short-term.
