Business Chamber, a Business Association or a Non-Governmental Organisation

You are working in a Business Chamber, a Business Association or a Non-Governmental Organisation and have been tasked to initiate local development activities or a cluster initiative. PACA offers you a proven method to conduct a quick diagnosis and to mobilise the key players. You can expect to see visible outcomes in a matter of months. What you do is this:

  • You contact PACA Specialistsin your country. They will brief you on the resources and activities necessary to prepare for PACA. Allow three to six weeks for the preparation and build-up for the first PACA Exercise.

  • A team of PACA Specialists will then conduct, with intense participation from your side and other relevant local players, a PACA Exercise. Don?t expect that you can delegate all the work to external consultants. Unless you and other local stakeholders take an active role from the outset, you will not see a strong outcome. The PACA Exercise takes no more than two weeks; you should allocate a minimum of 50% of your time in this period to participating in the PACA Team. The exercise leads to the identification of quickly implementable LED activities and the identification and motivation of champions.

  • A variety of local actors will then start defining and implementing practical LED activities which lead to quick wins -- sometimes within days or weeks, usually within a few months. You will have to play a crucial role in facilitating and supporting this. This will take time and effort. But you will see that your role in actually delivering specific activities will be limited. In the end, PACA will unburden you.
